Very unusual nest - close up

In one of the avenues in Arizona, in a tree we spotted very interesting nest: I suspect the one who placed this one of many plastic GHOs to scare birds away never had in mind will happen... unless someone did it on purpose - on the second thought it seems like it's cut as a roof? Who knows...
